Storage counts your files, your layers, and the edits and saved data your maps keep. What is in the trash counts until it is deleted permanently. A flow run counts once however it starts; a run started through a published API also counts as one API request.

Your published maps, dashboards and APIs keep serving. With prepaid credits, work continues at full speed: $1.00 per core-hour, $50 per 100 GB of storage a month, $100 per 100,000 published views and $20 per 100,000 API requests. Storage is the one limit that stops new data when it is full.
